The Information Office of Shanghai Municipality held a media briefing today (July 14), during which Gao Yun, secretary of the CPC Huangpu District Committee, introduced the recent development of the district regarding economic growth, urban renewal, people’s livelihood and social undertakings. Chao Kejian, deputy secretary of the CPC Huangpu District Committee and director of the district, Jin Shaojing, director of the Huangpu District Committee of Commerce, Gao Haozhong, director of the Huangpu District Construction Management Committee, and Xu Shujie, director of the Huangpu District Financial Service Office, attended the press conference and answered questions from reporters.
Huangpu District, an economic, administrative and cultural hub in Shanghai, , is home to the birthplace of the Communist Party of China, as well as the Shanghai culture and national industry. In recent years, Huangpu District has delivered on the concept of “a city developed by the people and for the people”, by proactively shouldering the special mission and responsibility of the core urban area, fully promoting high-quality development, creating high-quality life, practicing high-efficiency governance, and constantly improving urban development capacity and overall competitiveness. As of the end of 2019, the GDP of Huangpu District reached 257.797 billion yuan, realizing the target of doubling the 2010 level a year ahead of schedule. The annual output per square kilometer was 12.563 billion yuan, and the economic density continued to rank first in the city.
First, the district was firm and determined in bringing forward reform and innovation in various fields. It was actively adapting to the reform of the free trade zone and its new area, by formulating and promulgating “50 Measures to Expand Opening-up”, “20 Measures to Promote Foreign Investment” and “12 Measures to Support Foreign Financial Development”. The district has lured a batch of foreign financial institutions to settle down, including Nomura Oriental International Securities, the first newly established foreign-controlled securities firm, and ICBC AXA, the first joint-venture insurance asset management company. The district has actively engaged with the Shanghai Stock Exchange regarding the science and technology innovation board, by integrating high-end service industry resources in the district, exploring integrated service alliances, and providing a full range of services such as investment financing, market development, achievement transformation and public listings support for science and technology enterprises. The district took an active role in the overall integrated development in the Yangtze River Delta, by cooperating with China Capital Investment Group to set up a 10 billion-level Yangtze River Delta Science and Technology Development Fund, expanding cooperation with major cities in the Yangtze River Delta in the areas of industry, credit, pension, and market supervision, while actively promoting integrated development of financial services, professional services, business, travel and cultural sectors, and the fashion industry. The district made every effort to create a world-class comprehensive business environment, by continuing to enhance connotation of one-stop online government services, and accelerating administrative review and approval and revamping business processes. The processing period was further reduced by 76.7% from the pre-set level, the on-site processing rate rose to 34.6%, and 92.8% of the cases didn’t need a second visit. The district took a lead in the city to provide public servant themed services, exploring service modes such as “automatic handling without human intervention” and “approval within a second” to make it as convenient as “online shopping” for businesses and citizens.
Secondly, the advantages of high-end service industry cluster were prominent. The high-end service industry was developing well, accounting for 76.9% of the total in the district. The district focused on building the core area to support the development of Shanghai International Financial Center by striving to improve the functions of the Bund Financial Agglomeration Belt to lure, expand and allocate resources. The district now has six national financial factor markets, 664 licensed financial institutions, and more than 1,200 financial and quasi-financial institutions. The financial market transaction value accounted for about three-fourths of the city’s total. The value added of the financial services industry exceeded 100 billion yuan, accounting for about one-sixth of the city’s total. A group of international, national and regional financial industry organizations such as CCP12 — the Global Association of Central Counterparties have settled down in Huangpu. The district has consolidated and expanded the advantages of the professional services industry, by gathering lots of leading global professional services companies in accounting, auditing, taxation, consulting, law, and human resources. They contributed a total tax of 9.144 billion yuan in 2019, accounting for 13.9%. The district promoted the booming development of the headquarters economy, building economy, and foreign economy. There are 52 regional headquarters of multinational companies in the district, and the total tax revenue of such enterprises accounted for nearly 40% of the total in the district, with the average tax contribution by each enterprise reaching about 130 million yuan. The district has 65 buildings with tax payment exceeding 100 million each, ranking third in the city. The total foreign-related tax revenue in 2019 was 27.975 billion yuan, accounting for 42.6%.
Thirdly, the integrated development of business, travel and cultural industries has been invigorated. The district aimed to develop a world-class landmark business circle, while pressing ahead with the east extension of Nanjing Road Pedestrian Street, which was selected among the first batch of 11 high-end pedestrian streets in China. Nanjing Road, Huaihai Road, Yuyuan Garden and other key commercial buildings were renovated and upgraded, and No. 1 Department Store, Shimao Plaza, New World City, LuOne and TX Huaihai were newly opened after renovation. The district strived to lure brands to open their first stores. In recent years, a total of 216 first-of-its-kind or flagship stores of well-known brands from home and abroad have been introduced. A number of top-level flagship stores of high-quality brands such as NIKE and M&Ms have been set up. During the epidemic this year, Huawei’s largest flagship store in the world was set up on Nanjing Road. The district made great efforts to develop the holiday economy, by holding “Happy Huangpu Shopping Tour, Double Five Shopping Festival” series of activities, guiding enterprises to explore new models such as cloud-based shopping experience, and creating the world’s first cloud-based fashion week. Sales in the department store industry rose nearly 30% in May, giving a shot in the arm to the recovery of consumption. The district vigorously developed the night economy, by gearing up developing landmark nightlife areas, holding Shanghai Night Festival series activities, and making BFC Fengjing and Sinan Night Party hot places for online citizens. The district promoted the construction of “Big World for Performing Arts” with high standards. It built the first batch of local opera performance centers and stage art rehearsal centers, and held the Shanghai International Drama Exhibition, Shanghai International Musical Festival and Shanghai International Comedy Festival. There were more than 27,000 performances in 2019, including 80 premieres in China, Asia and even the world. The district created the “Huangpu • Most Shanghai” brand and successfully established the first batch of national full-region tourism demonstration zones.
Fourthly, the highlights of the key functional areas have been refreshed and improved. The district promoted the transformation and development of the “second façade” of the Bund, with a focus on providing high-quality carriers for the expansion and capacity enhancement of the Bund Financial Agglomeration Belt, orderly promoting a series of projects including the Bund Central, the Old City Hall Building, the Bund Origin Phase II, No. 190 neighborhood, and international medical center, while accelerating to attract brands and companies with strong capabilities and high added value. The district promoted the transformation and improvement of Beijing Road E. area, by focusing on the functional positioning of the “South Bank of the Suzhou Creek, Shanghai-style Silicon Lane” to create an innovative and vibrant neighborhood with a more beautiful environment and more pleasant ecology, while basically completing the elimination or transformation of hardware shops along the street, and introducing a number of internationally leading brands in the machinery field, thus initially forming the agglomeration of science and technology and cultural and creative enterprises. The district promoted the construction of the “One River and One Creek” waterfront space, by completing the 8.3-kilometer Huangpu River waterfront, and striving to create the most elegant and elaborate waterfront on both sides of the Huangpu River. The district promoted the renovation and upgrading of the Huangpu demonstration section of the Suzhou Creek riverbank to expand the public space along the river further to the urban areas.
Fifthly, the living conditions and quality of life of the people have improved significantly. Since 2000, a total of more than 170,000 households have benefited from the urban renewal programs. The district comprehensively promoted urban renewal projects. Starting from 2017, the district’s annual total number of households that signed relocation contracts increased from 5,280 to 7,260, and then to more than 12,000 households. This year, it took only 122 days for the urban renewal program in Baoxingli to complete 100% signing of all households, marking the shortest time used to wrap up the signing for a large-sized urban renewal project in the city in recent years. The district actively explored approaches in retaining and revamping old downtown areas. The district made the Jukui New Village case by focusing on “hazard elimination, reinforcement and repair, function enhancement”, and the Chengxingli case by relocating some residents and retaining others in a shikumen (stone-gate) old alley. The district vigorously implemented the “three major projects” in revamping the old building, water system and sanitary facilities, benefiting 90,000 households. The district carried out community-based “micro-updating” according to local conditions, by adding “small, flexible, adjustable” embedded living service facilities in the old downtown area to solve difficulties in shower, cooking and air-cure. In Shikumen old alleys, the district selectively built “green bookstores” and “shared living rooms”. The district adhered to both “quality improvement” and “connotation growth” to promote the overall transformation of Jiangyin-Shuntian Village to form the “most beautiful courtyards” and “most beautiful blocks”.
Sixthly, the high-level development of social undertakings has yielded fruitful results. The district promoted high-quality development of education undertakings by stepping up efforts to build leading schools. The district now has seven city-level experimental and demonstration high schools. It has cooperated with Tongji University and University of Shanghai for Science and Technology to build schools featuring creative design and “new engineering capabilities”. Fifteen new care centers of various types were added, and the district took the lead in the city in realizing full coverage of public welfare and inclusive care centers in all neighborhoods. The district continued to leverage regional education resources while deepening collaboration with leading education groups to boost the coverage and sharing of high-quality educational resources. The district improved public medical and health services with the Huangpu Branch of Shanghai Ninth People’s Hospital starting to operate. The construction of the Ruijin Hospital-Luwan, Nine People’s Hospital-Huangpu and the pediatric medical alliances in the central area continued to advance. The district deepened the comprehensive reform of community health services and consolidated the hierarchical medical system based on the contracted services of family doctors. The family doctors in the district served 149,900 people over the age of 60, and the signing rate was 82.05%. The district actively addressed the challenge of an aging city by vigorously promoting the development of senior care organizations and “embedded” community-based senior service facilities. By the end of 13th Five-Year period, the district will be able to supply 7,624 beds for the senior, together with the existing 2,302 beds for senior care, while completing the construction of 36 day-time elderly services centers, two community dining rooms, two large community elderly catering centers and 70 food service points for the elderly. The district took the lead in the city to realize the full coverage of comprehensive service centers for the elderly in all communities, while actively improving services for home-based senior care, such as improving local support in healthcare, dining and shower. The district improved supply of public cultural services in urban areas, by building the “Huangpu Culture Cloud” platform, and holding branded cultural activities such as Sinan Reading Party, Urban Lawn Concert and Performing Arts in Xintiandi, so as to enrich people’s spiritual and cultural lives.
Seventhly, the modernization level of urban governance continued to improve. The district continued to modernize urban governance. It strived to build a benchmark demonstration area of refined management in the city, while carrying out revamps of overhead lines and road poles on 79 streets extending 36.2 kilometers. It took the lead in the city in launching the refined cleaning campaign which makes it possible to “just sit on the ground” in key areas. A total of 284,000 square meters of illegal buildings were demolished, and all 10 subdistricts were certified as demonstration subdistricts without illegal buildings. The district vigorously promoted the sorting of household waste in residential areas. During the 13th Five-Year Plan period, more than 300,000 square meters of new greenery will be added. The district carefully implemented the Huangpu River landscape lighting project. It constantly promoted innovation in social governance at the grassroots level, by strengthening community autonomy and co-governance under the guidance of Party building. The brands of “Riverside Party Building, Bund Finance” and “Cultural Sinan”, as well as autonomy brand of “Zero-Distance Home Council” were constantly being launched. The district continued to deepen the construction of Huangpu District based on the rule of law. It launched demonstration projects and excellent cases for rule of law in the city, such as “10 Measures for Demolition of Illegal Buildings”, “20 Measures for Load-bearing Walls” and “33 Measures for Shared Bikes”. The district took the lead in the city in issuing “50 Guidelines on Legal Practice in Neighborhood Committees”, while establishing the first batch of national demonstration zones for the construction of law-based governments.
