The Information Office of the Shanghai Municipal People’s Government held a press conference today (September 3). Vice Mayor Gong Dao’an who is also director of Shanghai Public Security Bureau, briefed how Shanghai is making full use of intelligent public security to promote the modernization of social governance capabilities. Chen Chao, deputy director of Shanghai Public Security Bureau, and Lyu Yaodong, command director of Shanghai Public Security Bureau, also attended the press conference.
Since September 2017, Shanghai has built a smart public security network under the “smart city, smart government” framework and strives to explore a new path of social governance that meets the latest trend, comply with the rules and has the unique characteristics of Shanghai. After two years of hard work, the impact of smart public security on police-affairs activities and social governance has gradually emerged. The satisfaction of the public toward Shanghai's public security has reached a new high record. Ctrip.com selected the top 10 most secure cities in China in 2018 and Shanghai ranked the first. The Economist magazine ranked Shanghai one of the safest cities in the world last year.
Safe and orderly — the golden signboard of the city
The situation of social security continues to improve. Since the beginning of this year, the number of alarms from the police hotline 110 has decreased by 25.9 percent year on year. The number of criminal cases has decreased by 37.2 percent year on year. The number of theft cases has decreased by 54.2 percent year over year. The number of criminal cases and attacks has been solved increased by 15 percent. A total of 71 cases of murders and 75 cases of burglary were completely solved. Cases with extensive social impact were resolved and the rate of burglary cases solved was 60 percent. The violent attacks and gunshots continued to maintain zero.
The city is running smoothly and orderly. Road traffic safety and traffic efficiency have been improved significantly. Since the beginning of this year, the number of road traffic accidents, deaths and injuries have decreased by 7.2 percent, 13.3 percent and 3.2 percent, respectively. The AutoNavi urban traffic analysis report has provided the national urban congestion ranking: Shanghai dropped from the 8th place last year to the 15th place this year, and has stepped out of the ranks of “the top 10 congested cities in the country.” The daily passenger flow of rail transit is 12 million people. There are no major criminal cases and security incidents. The Deloitte urban mobile mobility index has pointed out the highest global safety factor for Shanghai Metro. Nearly 4,000 large-scale events each year are safe and sound, highlighting Shanghai's security standards.
Strong support of modern science and technology
Relying on the construction of smart public security, Shanghai integrates innovative and applied cutting-edge technologies such as big data and artificial intelligence to promote the shift of public security work from emergency disposal to risk management.
The government service is convenient for the public.
The handling of public security “one-stop service system” accounted for about half of the total number of municipal services. The service quality was ranked first among the 37 departments in the city in 2018. The masses and enterprises can handle all 71 public security approval items on the Internet, as well as 21 high-frequency service items such as “issuing household registration certificate.” Among them, 29 projects achieved “zero visit” and the masses handled things as convenient as “online shopping”; the remaining 63 “visit at most once”, the average amount of materials submitted decreased by 52 percent and the approval time decreased by an average of 58 percent. In the "comprehensive window" of the pilot station, the masses can already do the household registration, the driver's license and the passport. The service is as convenient as going to the convenience store at the door.
The construction of an all-perceptive smart security network. Shanghai has installed more than 700,000 sets of “neural cells” in the city’s public areas to tell various risks and instantly report to the police around the clock. It has upgraded “digital police” to “security guard” that monitors not only traffic violation but also street crimes like social security and robbery. In case such crimes take place, they will be recognized. More than 3,400 residential communities have been upgraded into smart communities, with the installment of intelligent “neural cells” like door lock and smoke-proof devices. They not only help to realize “zero” indoor thefts, but also provide solutions for issues like senior care for those living alone, congestion in parking lots, disposal of garbage from the high.
The construction of a smart police management center. Shanghai has primarily established an intelligent system for the police, which has the capacity to store huge amounts of data and calculate. It is equipped with both police experience and artificial intelligence for the prevention of crime and administrative management. For example, with the crime-prediction software, the police have discovered clues of several robberies in Shanghai, and people were caught before they could take any actions. With the 3D geo-information system and an instant messaging system, the police can precisely position its force, and then dispatch people and equipment with the best efficiency. With digital police, the city can provide 24-hour online services, reduce the average time of arrival at the scene by 20 percent, and cut the average time of management time by 35 percent. At the moment, Shanghai is upgrading the system to cover the city as a whole, which connects public security, construction, transportation, emergency management and water affairs, to support the operation of the whole city.
The construction of innovative and practical smart products. A batch of smart products has made their debut in Shanghai, including smart signal lamps and smart cross-road reminders. They can tell the real-time conditions on the road and make corresponding plans to let the city operate in an orderly way. A batch of smart security check equipment of “non-contact, non-stop, non-offense and non-radiation” has been used in public places like the National Convention and Exhibition Center. It not only shortens the time required for security check, but also has the capability to differentiate more risks, while creating a more comfortable experience for people. The software function of big-crowd monitoring has covered major tourism spots like the Bund and the Yuyuan Garden to follow changes of flow of people. It helps to implement measures like visitor control, single circulation and traffic control to maintain good order even in big holidays that people all go out. Meanwhile, a batch of multi-function machines has been set up at the police station, offering 24/7 services like ATMs to handle household registration, transportation and entry/exit affairs. To satisfy people’s demand for tailored security services, the city also set up a website in partnership with the Shanghai Security Services (Group) Co Ltd to offer four services like lock-opening and shared parking, as well as 24 products.
Hard work of more than 50,000 policemen and police assistants
Shanghai's police force is only 2.1% of the permanent population, and the lowest among the world's first-tier cities. In order to punish the criminals according to law, the policemen, not afraid of hardships and dangers, around the clock, catch the criminals; in order to prevent the masses from being deceived, the police gave up the rest and went to the public’s house in person to inform them; in order to let the mass travel safely, whether cold or hot, the police ran to guard and direct the traffic. The “Live Patrol” program by Shanghai TV Station for two consecutive years truly shows the working status of the police "seven days a week" and "around the clock". They exchange their own hard index for the happiness index of the masses, interpreting the spirit of model worker Ma Tianmin in the new era.
Extensive participation of all walks of life
The spirit of the rule of law and the awareness of the rule of the citizens are getting stronger and stronger. The phenomenon that "the police are not there, but the law is still there" is enhancing. Visitors voluntarily queue up to enter the park, passengers consciously accept security inspections, motor vehicles consciously yield to pedestrians, and "the beauty of order" is everywhere, which has evolved into a new fashion of the city in the new era. The masses of the public have also given more and more understanding and support to the public security work. There are already 12 million enthusiastic citizens following the "Shanghai Police People's Express Train", liking and forwarding relevant information; 1.04 million enthusiastic citizens have joined the "WeChat Police Service", and solved more than 300,000 security problems through mutual assistance; there are also a large number of residents relying on the industry committee to organize themselves and use the “crowd funding” funds to build intelligent security facilities in the community for social security control. The media friends reported the public security work in a fair, rational and balanced manner. They not only vigorously promoted the effectiveness of Shanghai's security construction and rule of law, but also criticized weak points of the public security work, exposed the scum of the public security team, and created positive energy in public opinion field.
Protecting the city in an orderly manner and ensuring that the people live and work in peace and contentment is a relay without an end. Overall safety does not mean local safety. “Indicator safety” does not mean “feeling safety”. Safety now does not mean continuous safety. There is still a long way to go to achieve "safer, more orderly, and cleaner" till "no thieves in Shanghai, no trouble in Shanghai." For the current, the biggest threat to “Safe Shanghai” comes from four aspects: telecommunications & network fraud, illegal fundraising, theft, and road traffic accidents.
Telecommunications & network fraud crimes: This year, the number of cases has dropped by 7.3% year on year. Although the growth of the case dropped, the total number of cases is still at a high level. In the next step, we will focus on strengthening the prevention of fraudulent information, and at the same time carry out special crackdowns, minimizing the occurrence of cases.
Illegal fundraising crimes: In recent years, the illegal fundraising crimes represented by the P2P online lending platform have occurred frequently, and many investors have suffered heavy losses. The public security organs have carried out a sustained crackdown on such crimes, but it is difficult to recover treasury for the victim. In the next step, the public security organs will continue to increase the crackdown and recovery of such crimes.
Theft crime: Although the kind of cases filed has dropped by more than 50% year on year, the total number of cases still accounts for 44.4% of all criminal cases. Many residents still install security windows at home. In this regard, apart from avoiding the occurrence of such cases, we set the goal of "the robbery case must solved" on the basis of 100% solving rate for both murder case and robbery case.
Road traffic accidents: Although the road traffic safety situation in Shanghai has improved for four consecutive years, the death caused by traffic accidents still occurs from time to time. In the next step, the public security organs will continue to deepen the rectification of illegal road traffic violations, deepen the construction of “smart transportation” on the basis of strict management according to law, effectively supervise the heavy duty trucks and express delivery electric bicycles, and eliminate hidden dangers from the source, minimizing traffic accidents.
